How a used vehicle gets from an exporter's yard to a Ghana number plate under PVoC, and what you need at each step.

Used-vehicle flow

Five steps

  1. 01

    Register

    Register with GSA as a vehicle importer and get your VEDIS ID. Individuals, businesses and dealers all need one.

  2. 02

    Book

    Check the vehicle, then book an inspection at an EAA facility in the export country. The fee is shown before you confirm.

  3. 03

    Inspect

    EAA's accredited inspectors examine the vehicle against GS 4510, at the centre or on site, before it is shipped.

  4. 04

    Certify

    A passing vehicle gets a Certificate of Conformance and approval sticker. The data is uploaded to VEDIS.

  5. 05

    Clear

    GSA verifies the CoC electronically at Tema, Takoradi or any other entry point, and the vehicle is released.

Importer registration

Get your
VEDIS ID

Everyone who imports a vehicle must register with GSA: individuals importing for personal use, and businesses importing for their own use or for sale.

    Get the form

    Download the importer application form from gsa.gov.gh, request it from auto@gsa.gov.gh, or pick one up at any GSA office.

  2. 02

    Submit to GSA

    Complete and submit the form with the supporting documents GSA asks for.

  3. 03

    Receive your VEDIS ID

    Once registered on VEDIS, you receive your ID. GSA also gives you the contact details of approved third-party inspection bodies.

  4. 04

    Book with GVPIC

    Enter your VEDIS ID when you book. You can send a booking request while registration is in progress, but the ID is needed before the inspection.

What to
have ready

This is what we ask for at booking. The inspection body may ask for more depending on the export country.

    Importer

    • —GSA vehicle importer registration and VEDIS ID
    • —Ghana Card and TIN (individuals), or business registration certificate and TIN (companies)
    • —Contact details: phone/WhatsApp and email
  • 02

    Vehicle

    • —VIN or chassis number, make, model and vehicle category (M1–L7)
    • —Export or deregistration certificate, or the title or registration document from the export country
    • —Purchase invoice or bill of sale
    • —Auction sheet, if bought at auction (recommended)
  • 03

    Exporter & logistics

    • —Exporter name, address and contact
    • —Location of the vehicle in the export country
    • —Two preferred inspection dates
  • Results, failures & appeals

    If it
    doesn't pass

    A vehicle that conforms to GS 4510 is certified and may be shipped. A vehicle that does not conform is not certified.

    • Pass

      Certified

      CoC and approval sticker issued, data uploaded to VEDIS. The vehicle can be shipped.

    • Fail

      Not certified

      A vehicle that does not conform will not be issued a certificate and will not be permitted to be exported to Ghana.

    • Prohibited

      Not allowed into Ghana

      Used vehicles in any of the prohibited conditions are not allowed into Ghana.

    Appeals

    If you disagree with a result, send an appeal with your booking reference and the reasons. A supervisor who did not carry out the original inspection reviews the report and photos and replies in writing.
