PVoC for
used vehicles

GVPIC books inspections for used vehicles only. Here's how PVoC works, why GSA enforces vehicle standards, which vehicles count as used, who is exempt, and what other agencies still require.

Pre-Export Verification of Conformity

A GSA-approved third-party inspection body inspects the vehicle in the country of export, before shipment, against Ghana Standard GS 4510.

If the vehicle passes, the inspection body issues a Certificate of Conformance (CoC) and an approval sticker, and uploads the result to VEDIS. The CoC travels with the export documents and is verified at every Ghana entry point.

Inspection bodies must be accredited to ISO/IEC 17020, the international standard for inspection bodies, which requires demonstrated technical competence, impartiality and independence from the sale of the vehicle.

    Promote the importation of higher-quality vehicles equipped with modern vehicle technologies, modernization of Ghana's vehicle fleet and keeping pace with global automotive advancements.

    Provide a regulatory framework that supports local vehicle assembling, manufacturing, authorized distributors, and encouraging investment and fair competition.

    Recognize compliant vehicle dealerships

    Establish a registration system for new and used vehicle dealerships in Ghana. Registered dealerships will be recognized and published, enabling consumers to identify reputable businesses and make informed purchasing decisions.

    Enhance vehicle security and traceability

    Aspects of the programme will support efforts to detect and deter the importation of stolen vehicles and fraudulent vehicle transactions.

    Protect the environment

    Improve air quality and reduce vehicle emissions by ensuring that imported vehicles comply with applicable environmental and emission standards.

    Promote fair trade

    Create a level playing field where all importers and dealers are subject to the same standards, reducing unfair competition from non-compliant vehicles.

    Facilitate regional and international trade

    Align Ghana's vehicle conformity assessment system with international best practices, as Ghana works to trade its vehicles with other countries.

Used vehicles only

The GSA
definition

GVPIC inspects used vehicles only. A vehicle counts as used only if all three of these are true.

  1. 01

    Previously owned & registered

    The vehicle has had an owner and has been registered.

  2. 02

    Over 12 months old

    More than twelve months from the date of manufacture.

  3. 03

    Over 1,500 km

    The odometer shows more than 1,500 kilometres.

Exemptions

Who is
exempt

  • 01

    Shipped before 1 October 2026

    Vehicles shipped before the enforcement date are not affected, even if they arrive in Ghana afterwards. Keep the bill of lading as proof of the shipment date.

  • 02

    Already in Ghana

    Vehicles already in Ghana before the implementation date are exempt.

There are no other published exemptions. Diplomatic, government or returning-resident cases should be confirmed with GSA before shipping.

Other agencies

PVoC is one
step of several

PVoC does not replace existing import rules. You still need to meet customs, port and licensing requirements in Ghana.

  • 01

    Customs (GRA)

    Declare the vehicle through ICUMS and pay import duties and levies. VEDIS is integrated with ICUMS, so your CoC is visible during clearance.

  • 02

    Ports (GPHA)

    Vehicles arrive mainly through Tema and Takoradi. GSA inspectors verify the CoC and the vehicle electronically at the port before release.

  • 03

    DVLA

    After customs clearance, register and license the vehicle with the Driver and Vehicle Licensing Authority, using your customs and conformity documents.

  • 04

    GSA

    Importer registration, VEDIS ID, and complaints about conformity.
